Dear XXXXXXXXX,
Thank you for contacting PayPal regarding confirming your address on
your PayPal account.
I have reviewed your enquiry and I can confirm that we are currently
unable to confirm addresses in your country. We only mark an address as
confirmed when we verify that the credit card billing and shipping
address are the same.
We use automated verification methods supplied by credit card issuers or
third party vendors to confirm the addresses of our customers. These
verification methods are not supplied by all card issuers and as such
are currently only available to customers in the US, UK and Canada.
Sellers can use the presence of a confirmed address to determine risk
when considering transactions where Seller Protection may be
unavailable. These types of security measures are necessary in an online
environment where it is difficult to check someone's identity.
If your seller has expressed concern about shipping to your unconfirmed
address, please advise them that it is not possible for addresses in
your country to be confirmed and ask them to contact us directly. We can
advise the correct procedure for them to be protected under our Seller
Protection.
PayPal will continue to upgrade our systems for the foreseeable future
in order that you will be able to confirm your Russian address as soon
as possible.
Please do not hesitate to contact me if you need any further
information.
It is my pleasure to assist you. Thank you for choosing PayPal.
Yours sincerely,
Michelle
